The role of national related industry associations in the coordinated planning of the industry has not been fully realized. The China Plastics Industry Association's Recycling Plastics Professional Committee was established in 2004. At present, experts and scholars with professional experience are still lacking, and it is difficult to make comprehensive plans for the development of the hollow-board turnover box industry. The problem of environmental pollution is outstanding. Due to the lack of effective leadership and coordination, some enterprises' sewage has not been treated and discharged on site, and the quality of groundwater has been affected.

The waste hollow box turnover box recycling industry has low barriers to entry and low technical content. In many places, workshop-type waste plastic recycling processing points have appeared. The production equipment is backward and the employees are lack of technology. The result is low product quality and unstable quality. The society lacks rational understanding of the industry and government policy support is insufficient. People's awareness of environmental protection is not strong, and there is insufficient understanding of the recycling and utilization of waste plastic hollow boards. It is widely believed that products made from recycled plastics are inferior products, and governments at all levels rarely have specific policies for the recycling of waste plastics and reprocessing companies.
